Sure right now it is (arguably it actually isn't), but come 10, 15 years from now and I guarantee you the government of that time will be laying fibre fucking everywhere because copper simply can't hack it any more
The government will only implement the infrastructure it absolutely needs to in this instance. Only once poor copper speeds actually start having a noticeable impact on our ability to perform in the global marketplace will the government backflip on this, and that's not gonna happen for a while yet.
