That's a tricky one. The world hasn't ended yet, and nukes have determined foreign policy for the last 60 years in a lot of nations.

Probably benefited the most from being nuked. Without a nuke, it would have been a land invasion between the soviets and the US. It would probably have been divided akin to korea and have an economy more similar to the Eastern bloc.
There might have also very well been a conventional Russo-Chino war or a border war with the states.
