Fukashima was only as bad as it was because of the lack of equipment available and time delay due to the tsunami. Most plants (the ones in civilised countries) have operator independent safeties. Operators cannot cause a meltdown or expose reactor material even with a gun to their heads.
The only possible target would be the cooling pools for used fuel however the access cranes to bring up material take hours and any explosion would be dampened by the metres of water the fuel is kept under. Even then the cooling pools have multiple layers of security, are capable of a lock-down it would take hours to breach and any law enforcement agency that operates in the vicinity of a reactor has a fast response plan in place if one is attacked.
Terrorists would be better off hitting softer targets.

The problem at fukashima was a common mode failure. The reactor was shut down the moment the earthquake hit and they were depending on the Diesel generators to circulate coolant water for the critical first few hours after shutdown as the most radioactive fission products decay away.
During this critical stage the wave hit and wiped out the multiple redundant generators, which had all been stored together in the basement(s) because Tepco are fucking idiots. Even then under normal operations reactors could take power from the grid (wave wiped it out) or have external generators or pumps hooked up (roads+chaos=no chance). Hell if someone at the plant had managed to contact the US navy ships offshore and had a genny flown in there would have been no issue. Nobody was that clear minded in the panic.
Hell the reactor was fine after the quake and wave. If they didn't shut it down and just keep it powering its own cooling system it would have been fine.
