It happened, two planes flew into the World Trade Center Buildings, and a third into the Pentagon.
At "best" the administration had no idea it would happen, at worst they knew it would happen and let it so they had an excuse to dick around in the Middle East.

To know this you need to know why the current US government wanted to invade and occupy Afghanistan. They used 9/11 as an excuse. There could be plenty of reasons, but if they simply wanted to own/control the Afghani opium trade, then I suspect that 9/11 was an inside job.
