For the individual, maybe. But this issue is much bigger than one person, or ten, or even ten thousand. Mass migration is not going to solve any problems. We cannot and will not ever save Syria by evacuating all of it's people.
Any ethical obligations we pretend to have should begin and end with stabilizing the region. But that's an unfortunately tall order for a chunk of the world that's known little but civil war for hundreds of years.
It's super ethical to help 1 refugee in Western countries whilst we could help 5 for the same amount of money in a country like Jordan. It's so great that by doing this we also attract even more people that just don't like their country and want to leech of ours. Which of course causes their countries to get even worse because these are generally the people that would change these countries for the better.
