The official party stance for both republicans and democrats is that if PR votes to become a state it should be one. If PR wanted to become a state call you'd need to do is go out and vote for it in mass.
Now if I remember correctly the last time PR voted becoming a state did win, but it was by a tiny amount and no one wants to absorb PR when it won by 1% or some minor amount.
