The very best social program is a job, a career. It is the only social program that not only puts money and value back into the system, but also creates value beyond it's up-front cost.
Currently people are institutionalized by governments that created unfavorable business environments, unfavorable for both big and small, corporate or private, even the self employed. In exchange they can go collect welfare, which further detriments the ability to have jobs, since tax money goes to welfare, but eats profits.
What trump wants to do is create an environment where working is the most favorable thing to do. An environment where people won't need welfare, whether they work or not, because work will be in demand, not jobs. With so few relying on welfare to get by, a small small portion of taxes can be used to help those who are down on their luck while they recover, the only welfare there should be, temporary and only for those trying to find work.
Right now many people have figured out that it is more profitable for them to collect welfare than to try to earn an income through productivity, while at the same time crying "class warfare" or "racism" whenever they are called out on it. Trump will end that. A real American works for his money, not the money of other Americans.

It really confuses me how we allow people who are taking money out of our pockets to be able to vote on whether or not they should be allowed to take more of our money, of course they will support it, and each time the cycle repeats itself their numbers grow because we have taken money away from those who would oppose it.
