What you really need is a proper hierarchy at a national level. Don't know about rest of Europe, but here you've got Islamic Community which functions exactly like a Catholic or Orthodox church with one guy basically dictating how every single priest in the country is going to conduct his services.
This organization, while autonomous, heavily relies on government support for stuff like tax brakes, getting various permits and stuff like that which means it's going to be cooperative and aligned with interests of the national state since weaker state = less money and less authority for them.
In turn they indoctrinate the believers to view themselves primarily as part of the state and local community rather than as a part of global Muslim community (which is why nobody here would welcome Muslim refugees since they view them as foreigner Syrians, rather than religious brethren)
The state also needs to help this official organization with their legislation, so for example, there was a law passed here recently called Churches and Religious Communities Law. Among other things it makes it illegal to hold services and organize religious communities without the authorization of the official religious organization (i.e. Catholic or Orthodox Church, but in reality it only concerns said Islamic Community). This was done since these wahabbi assholes that started popping up started making their own little communities which both the state and the official Islamic Community want stamped out.
These measures, coupled with other gov legislation (like making it illegal to join foreign military, paramilitary and parapolice forces) has proved to eventually neutralize or severely diminish extremist threat.

Islam is doctrinally incapable of reform in the sense that most people understand it.
The Quran is the absolute literal word of Allah, and cannot be changed one iota.
Of course there's different schools of thought that interpret Sharia law in different ways, and accept differing collections of Hadith, which are sayings of the Prophet Muhammad that were collected and written down after his lifetime. This is where most, but not all, of the most controversial teachings are found.
This gives Muslims certain leeway to interpret any particular verse one way or another, but just as Christianity firmly condemns homosexuality and sex outside of marriage, no matter how much individual Christians wish otherwise, there's only so much room for maneuver, so to speak.
Certain schools, particularly the Salafis you're likely hearing so much about, reject all "innovation", or bid'ah, as heresy and a grave transgression against Allah.
Granted individuals and sects will always ignore certain teachings or overemphasize others, for better or worse, as is true in any religion and system of morality.
The closest equivalent to a Muslim Pope is the Calpih which has been defunct since the abdication of the Ottomam Sultans in the 1920's (many Muslims saw/see them as illegitimate, so the end of the Calphate may have been earlier according to them)
