That's a bit alarming, even if you did have an attack at a nuclear facility most procedures would state staff would remain on site to deal with containment. It sounds like Belgium has lost control of the situation completely.

They weren't going to set off a nuke at the power plant they were worried about them simply setting off a regular bomb at the plant which would most likely cause a critical failure resulting in a meltdown causing an improvised dirty bomb. Imagine Chernobyl but done on purpose.
