I know that Vladivostok is Russia's home port for their Pacific Fleet, googlefu tells me that Anacortes, Washington is home to a small Naval Air Station that possesses a satellite uplink. Couldn't find anything about Tadworth.
My guess is that this has something to do with a satellite uplink or radar station (arguably both) that is likely involved with either ECHELON, GPS, or ICBM tracking.
Russia is evidently trying to lease some sort of naval base or presence in the region. Fiji might try to seize one of these islands in order to disrupt American, Australian, or British operations here, but that would set off a shitstorm.
