Instead of legislating a $15/hr minimum wage or raising taxes to fund free public college tuition, they need to enact anti-stupidity laws. Student loans have lower interest rates for people with high prospects. They should look at high school grades, intended major, and re-evaluate annually based on college grades. There should be quotas which restrict high-interest loans on low-prospect majors so only top students in those fields get those loans.
