No ideology.
You must deal with issues in a logical manner, with pragmatic solutions. You must run your country efficiently while still keeping it's heart and feeling alive.
When you subscribe to an ideology you create guidelines that you "have" to follow. I say this is bullshit, because it restricts other kinds of solutions, solutions that may be better.
In the West, we fall for the democracy meme, and in many ways this is our ideology above all else (including liberalism, conservatism, etc.). When you adhere to an ideology, you prevent innovation, because ideology is really like business regulations, except for ideas and policies.
Of course, we all know that this kind of flexibility and fluidity is not practical for nations today. They are too large and too connected to change rapidly the way I described above. And thus, a nation must choose and ideology to follow, a set of guidelines so they can keep things "stable".
After all, is there even a perfect system? Is it a different system for each nation and geographic location? For the former, we don't know since we haven't explored the possibilities. For the latter we can say probably.
And so, since an ideology is required to keep things "stable", this ideology may become corrupted or completely changed or slightly altered over time through small nudges here and there. This is the way most nations function. For us to adopt an non-ideologic system and continuously change the way things work to increase effectiveness, that would be anarchy to try on the scale of a developed first world nation.
