That video game is absolute shit. Wow your actions have consequences, amazing! The message and commentary of this game was so incredibly hamfisted and blatant that it's suitable maybe for 15 year olds, but other than that it is pretty laughable. The comparisons between this and Apocalypse Now and Heart of Darkness is relatively far-fetched. Sure there are similar themes, but the aforementioned works are on a much higher level than this. There is no subtlety, nothing left for interpretation. The audience does not need to think, as everything is spelled out and explained just to make sure you get it, it's like a cheap Hollywood blockbuster as far as the depth goes.
There's literally no complexity in Spec Ops the Line. It just goes through the obvious message of "War is messy and confusing" and "War is hell and innocent people get hurt" and if you really need to play a video game to understand something like this, then I don't know what to tell you. There's nothing deeper than the surface to this game. It's just about war, that's it. Heart of Darkness and Apocalypse Now have so many different themes and ideas in them that it could be argued that the backdrop of the Congo or Vietnam jungle is almost irrelevant, as it is a discussion about man himself, rather than any specific scenario, or even any specific character.

Fortress mode is the only good thing it has going for it since world creation is only really any good for adventure mode, as everything is irrelevant short of immediate are and neighbors when you choose a location.

I've been playing it with masterwork for most of my gameplay.

That game was a really good bait and switch the first time, but sets people up for disappointment if it was spoiled for them. I got it during a steam sale for less than $10 and had no idea what I was getting into, and I really enjoyed it because of that.
But if someone came in already knowing "the point" of it, they just feel like they got a lackluster shooter.
Also despite what people say, there are multiple endings and choices through out the game, but not as much as say... Mass Effect?
