I thought it was just a notebook doodle. It's even worse seeing as how big it is.
I used to be an art critic, mainly for Neoclassic arts. In my opinion this is very poorly composed. It looks like it was done with cheap coloring pencils on printer paper. It looks like it says G_ogle and it seems to be made of...Braided hair that is going up inside the woman's neck? The eye is drawn to the lady in the middle and the giant bare brick wall in the upper right, as the rest of the picture looks like the vomit of a unicorn. Most of the symbolism doesn't make any sense or have any deeper meaning. Overall it looks like what it's trying to imitate - Shitty ghetto graffiti. It should be treated the same way, with a few buckets of paint over it.
