Reasoning behind this is that photography was still a big deal back then, only specialized few had cameras, especially ones filming armies and officers. This is a good quality photo for the time, meaning there is a chance it was taken by a professional who was told to make things look peaceful, say for propaganda or to quell passions rising in Paris.
The same goes for the second photo, however, and there is also a chance that this was staged to create fear and make people run to the big bad right wing wolves (Trump, etc), allowing for bad surveillance laws to pass. The chance, however, for a real photo to appear is more substantial in 2016 since cameras are so widespread and basically everyone has one in their pocket. Therefore it is a lot easier to find truth through photos today than it was before, photo collages like this one are created to induce an emotional response rather than provoke thinking on the matter.
