Let me tell you how it works:
German cities get more federal funds if they have a university, and then again the more federal funds the more students they have.
So because federal funds basically "fall from heaven" (i.e. it's not their money), it's in a politicians best interest to give "free" money (out of someone else's pocket) to foreigners.
The city I'm from is way too small to sustain or need a university, but to get prestige+federal funds they gave free money, free bicycles and free computers to thousands of people from India, Bangladesh etc. so that they'd have enough students.
Of course Germany loses out big time but that's how politics work, it's a classic principal-agent-problem and the reason you should kill yourself if you're not a libertarian to at least some degree.

The difference is that in private business, you a) always have mechanisms against it in place, b) if the principal chooses to disregard them it's his free decision and c) if it happens against his will, he can sue.
In politics, you a) don't have the same mechanisms because "libertarianism is a meme because muh roads", "tea party are dumb rednecks", "if you don't vote left you're a nazi", b) the principal never has the choice because he cannot opt out of taxation and c) there is no way for me to sue when my politicians give free money to foreigners who don't plan to stay, just to fill their own pockets.
The amount of regulation for exactly this reason is insane in private business. Politics is almost completely devoid of it.
