Road tax is based on weight because road tax is a tax on the amount of wear and tear you cause on the road. So if your car is lighter, and causes less wear, you pay less... That doesn't mean a Ferrari is cheaper to drive than a family car though. You also pay taxes when you buy a vehicle, and because those taxes stack up, a Ferrari is MUCH more expensive in the Netherlands than most other countries.
