In most cases it is, but here you clearly don't understand how to conduct yourself in public.
It's sad to see our society slowly slip away because of people who are so self-important.
I've lived in a couple of countries in my life. And from my experience in Japan I can tell you that people show respect to one another in public places at all times. No exceptions.
It leads to a great cohesion of society and unifies their people. Not having that respect for your fellow countryman makes you susceptible to divide and conquer tactics.
So rather than spouting a couple of dictionary definitions, as though the codified definitions give a true sense of the word, why not appreciate the times people are respectful towards you, and emulate it, since you clearly can't replicate it.

Get this straight : life in white countries 100 years ago wasn't some sort of paradise where everyone bowed and scraped to each other. People didn't show respect to every person that farted in their general direction. They did, and many people still do have MANNERS. Having manners =/= having respect for someone. Get this through your fucking head. People respect other people for things that they've done, for proving themselves. In that way, respect is earned. It's not a given. Common courtesy is a different thing. Knowing to pick up your dogs shit or to turn music down is just common courtesy, not respecting other people
