I think it could work if the city consisted of people with a strong preexisting social network, where they actually cared about each other prior to adopting the system. Would probably need to be a small city.

Probably. Socialism works anywhere you have hard working people who like to have nice things and are willing to work hard to pay for them. Socialism leads to everything being cheaper through economies of scale, from essential services to consumer goods. As long as the city's economy is built on a broad, diverse base of manufacturing, agriculture, and technology, it wouldn't even need to be strictly socialist as long as it were centrally planned.
As long as you're willing to gulag or expel anyone who chooses not to participate, what's the problem? It's exactly on the same lines as libertarianism, if you have a group of people who are willing to compromise and form ad-hoc groups to solve every problem, your community will function.
The trouble hits when you want to, for example, put in curb and gutter. In a socialist society, you would simply take the money and pave the road, whether the people like it or not. As long as everyone is okay with paying for shit they don't like, there's no argument. Under anarcho-capitalism though, if one person doesn't want the road paved and the rest aren't willing to pay more to compensate, the road doesn't get redone. But as long as everyone consents to live that way, there's no argument. Anyone who doesn't want to live on a dirt road can leave.
