The problem with this line of thinking is that it implies "elites" are a cohesive unit. Sure the oligarchy is a real thing, but each individual oligarch has their own self-interest. When individual interests align oligarchs will work together, but that doesn't mean there's a bunch of people in smokey backrooms conspiring over everything that happens.
