You will not find out who somebody is from an IP address without the assistance of the ISP themselves or an employee inside said IP who's willing to put his job on the line.
Pretty much every single router out there will block the majority of incoming traffic. Worst case scenario and you actually get DDoSed (By someone with a botnet, not a shitty program that doesn't work) then you simply reset your router assuming you have a dynamic IP, and get assigned a new address by your ISP.
