The problem isn't that China burns coal for power. It's that China doesn't burn coal in a clean method with sulfur scrubbing, temperature limits to avoid NOx production, and particulate filters.
If China had clean coal they wouldn't have problems with air quality from their power generation.

No, but 99.99999% clean.
Effectively no sulfur emissions, no particulate mater, and no NOx created in the combustion process.
Oh that's if you don't count CO2 as pollution which I don't.
It does make pollution that needs to be taken care of like fly ash and the waste limestone from the desulfurization process but both have applications in construction.

Because natural gas is even better from a power production point of view.
You can scale up natural gas faster to load demands. The production facilities are cheaper to build and maintain. You have way less solid material to deal with and it's easier to build pipelines than railroads. (or build your plant near where coal is and then ship power out)
Clean coal is more expensive than dirty coal by a large amount in proportion but not that much in total.
So if dirty coal costs 3 cents per kilowatt hour clean coal costs 4. For a cheap utility with little to no regulation that's a fuck ton of profit lost.
Also you need Germany levels of propaganda to sell retards on coal power. Germany closed it's nuclear power plants at the behest of it's retarded green population/voters and instead started building more coal fired plants and told France to keep it's nuclear reactors around. Most people hear coal power and either accept it as a cheap reality, or they hate it without knowing anything else.
To get people to accept clean coal requires as I said Germany levels of propaganda.

Two stage, keeping excess combustion air low so you are right at the limit of what is needed for complete combustion. Second keeping temps below 1200C which is already well past the strength limits for most metals. Very little is gained by burning coal above that temp.
