Reminds me of how there's nothing more comfy than watching hurricane coverage, and hopefully being just along the outskirts so feeder bands give you some of that wind and rain, but none of the power outages or fallen trees.

Building codes. Hurricane winds aren't going to be excessive unless it's a 5, and that's not common. So if your house is cinderblock, you have shutters, and your roof is secured/reinforced, only the possible tornadoes a hurricane spawns will pose any major threat to complete destruction. Other damage in strong windstorms is more or less guaranteed, like needing to re-roof. The other major threat is flooding.

The main storm surge from Hurricane Katrina would have been washed into Lake Pontchartrain at about 7:00 AM on August 29th when the counterclockwise motion of Katrina was pushing water from the Gulf of Mexico into the lake.
Why is there a 21 hour discrepancy between the storm surge and the collapse of the levees?
During the initial news coverage, some media outlets tried to explain away the time discrepancy as a "secondary storm surge" off of Lake Pontchartrain. Hurricanes DO NOT, never have and never will create "secondary storm surges". There's only one storm surge, the main surge while a hurricane makes landfall.
A secondary storm surge is about as believable as a magic bullet. But of course anybody who logically investigates the facts of this catastrophe will be accused of spending way too much time on the grassy knoll.
Now lets move on to the next two questions.

The breakdown of pumping station #6 would have gradually allowed the flooding of the 9th ward and force it's residents to flee to the second floor and roofs of their houses.
The immediate flood of water from the breach of the Industrial Canal levee a few hours later would have easily drowned everyone who was unlucky enough to still be inside of their home in the lower 9th ward and waterlog every single one of those houses up to the roof. By the time the water is pumped out the city, all of those waterlogged houses will have to be condemned and torn down.
In light of the U.S. Supreme Court's recent eminent domain decision on private property, the City of New Orleans can easily condemn all of those destroyed properties and seize the land under eminent domain when the city is rebuilt. The mayor, NOAA, the natiional guard, - everyone - knew that this was "the big one" and extremely dangerous days in advance. I can tell you without reservation that the response force was massive and overwhelming. We deployed with 5000 men, ready to go for 6 months, on 12 hours notice. The way that we remember it as a "government failure" and somehow racist is offensive and disgusting. This type of thing encapsulates why the riots and complaints in the country will never stop....no matter what.

There were choppers in the air 24/7 pulling people from their roofs and providing them with food, water, and medicine. They were treated in the very best way possible considering the circumstances.
Man me and my family got displaced cause of the storm. We brought everything we could carry with us, including our cat and dog. The city was absolute shit when we got back; martial law, looting, entire blocks abandoned the list goes on. There was more than enough water and rations once the troops were on-site. The problem was the in-between time.
The main issue was with power. Hospitals and other places with "refugees" lost power and it was a huge issue. They worked around the clock to restore everything they could as quickly as they could.
Its worth noting that since they knew of the severity of the storm, the local officials had the superdome and convention center open days before the storm made landfall to anyone who couldn't afford to evacuate. They were both fucking empty to those offers.

The original city (The French district) was built on hills, and thus it was safe from flooding. The poor nigs/whites lived in the low-level flood areas. This all changed with the advent of pumps, electricity and levees. The below sea levels area didn't need to worry about river and lake flooding after that. Unfortunately, when you leave infrastructure to blacks, it tends to degrade. The hurricane didn't flood New Orleans, the broken levees from the lake flooded New Orleans.
