Is this a filter or a 3D program?
It look like an image texture applied to a 2D plane with random bump maps applied to them. It makes for a pretty damn cool effect. Will make some of my own.
Fiddling with the lighting would make some of them even more interesting, I think.

I you really want to know....
It takes an image and assembles a mesh, the height being the the red, green and blue added together for the input image mapped to a mesh vertex. Once the mesh is complete, the original image is texture mapped onto the mesh. Lights are added to give shading and depth. Blender is the renderer. Read the thread for the web site.
