You could either vote for the candidate the Communist Party put forth or none at all. That isn't democracy and thus, it wasn't common property, it was a small group of oligarchs controlling the direction of the country. Needless to say, it collapsed. It might've given the workers a bone, but that doesn't make it a Workers state. Just a degenerated/deformed Workers state.
