Mexico couldn't have kept it throughout the 19th century if it wanted to. By the mid-19th century Mexico couldn't govern most of it's empire due to weak institutions, distance, and corruption. Most of the duties were devolved to local governors and strongmen. If the US hadn't been interested in expansion across North America then California would have likely existed in a state of semi-anarchy resembling HBO's Deadwood or possibly breaking away and forming it's own republic. How this would have happened would be an interesting topic of conversation---whether the citizens would rise up themselves or after California continued to see greater settlement by Americans as was the case in Oregon and Texas.

It's hard to say. The North i imagine would still be developed because of the gold and strategic placement of the bay area, especially with the San Joaquin valley just south of that.
However, I believe SoCal would not have developed nearly as much, because one of the big reason the south developed was because of Hollywood. during the early 1900s most of the film industrial was in the Northeast, but some jews were mad at the corporations so they went and settled in LA because of the constant sun which was good for filming all year round. But if it was still owned by mexico it's hard to say if those same Jews would setup there or if they would set up in a place like Texas.
