If you can walk to a major north/south street like Lamar or Guadalupe/LaVaca you can get on a bus. They aren't fast, but you can buy a full day ticket (half price with student ID) and not have to worry about transfers or anything, just slide the ticket through the reader on the fare box. If at campus housing, almost any bus along going north along LaVaca should get you back in a few minutes.
Express buses and the crappy excuse for a rail line will need a more costly ticket. You can also buy a weekly or monthly ticket (could save almost half again if you use it daily), but you need to validate it on the first day you use it to start its clock running.
As far as getting a car goes, you can get a beater for $2000 or less, and gas is cheap this year since the Saudis went full retard.
Also enjoy the 95/95 summers (95°F/95% humidity), though we've been having a dry spell the past few years so summers have been drier than normal. Winters are not bad, it usually gets below 40°F in January and February, but this year we had an extra March instead of February. We have central air conditioning for a good reason.
