Arabs, Chinks, Russians and whatnot view their soldiers as cannon fodder - expendable. If ten of them die taking out one enemy troops, it's a good deal. Western nations on the other hand take intense steps to prevent their soldiers from getting hurt. It doesn't always work, of course, but if you compare the casualties then you can definitely see which side cares about their people more.
