Absolutely. The history of warfare is the history of who has the high ground.
Napoleon literally won at Austerlitz by stealing the high ground. Bullets are high ground in their effect. So are tanks. Airplanes are higher ground, and orbital platforms higher still.
There is a sci-fi- series called "The Expanse", where planets are vying for control of space, and the "belters" are treated as niggers of the solar system.
This is patently ridiculous. They have the high ground. They can give millions of rocks a tiny shove, and have them land on cities months or years later. Meanwhile, they could be hiding inside any one of millions of rocks, and constantly moving. The planets are at the bottom of a very deep gravity well and rocks are cheap.
Whoever controls space controls the planets. All of the planets, and all of each planet. Oceans will no longer be international, boundaries will become fluid and nations will cease to exist.
Tell me how there are no people who will see this as a huge advantage and want to take it.
