Good question, it is probably a matter of providing better wealth levels and education access. If people realize how incredibly bad all that salt and fat is for them they will lessen their intake on their own.

yes it's possible, they could bar modeling agencies from hiring any model that is an unhealthy weight. Talk about it preventing anorexia from getting popular, and then let all the fats find out they qualify under the rule too.
