That being said, I think that it would create an economic surge for the North Americas, but have some serious issues in the beginning. Alberta and Saskatchewan are the two Canadian provinces that contain territory formerly held by the United States. They are the two most conservative provinces as well, and hold the most resources to boot.

Assuming that the provinces continue to exist (as states) after annexation, of course they would. That's like asking if Quebec City would still be the capital of Quebec after annexation—Quebec City's status as capital of Quebec isn't dependent on Quebec being a province rather than a state.

The real question would be whether they could afford their systems without being given substantial assistance by the federal government, which is likely a 'yes' for the Western provinces and a 'no' for the East.

There is no formal Prime Minister position in the government of Canada, and the Prime Minister doesn't have /any/ inherent powers whatsoever. The person we call the Prime Minister is just whoever runs the party that has the most candidates in parliament.

Justin Trudeau's actual domestic authority is more akin to the role of Mitch McConnell in the United States than Barrack Obama. Alberta and Saskatchewan are the two most economically free political subdivisions in North America. Texas, America's top finisher, is third, tied with the Canadian provinces of British Columbia and Newfoundland.

The provinces of Canada have greater autonomy than the states of the U.S. Unless the Democratic Party stands for states rights, low taxes and general economic freedom, it seems like the perception than Canada's provinces as states would be solidly blue is demonstrably false.
