This is true in countries where race isnt an issue. Here in Chile nobody gives a fuck. The blackest guy on high school liked to be called "el negro". We're all mixed and everyone knows it. Thats why racists here are insecure and pathetic, because its not even an issue or even aknowledged.
However in countries with very different races of people, where differences are evident between different cultures as well as different races, i could see why racism could flourish there.
I aint justifying it, but its understandable
