Good idea in spirit, but social welfare should exist because there's a level of poverty that's so desperate that it starts harming your ability to help yourself. If you have to work two full time jobs just to feed your family, for example, you're simply going to be too exhausted to be able to take night classes to move up the employment chain, or help your kids with their homework, or cook properly healthy meals, and so on. Social welfare should ameliorate THAT kind of hardship, and put you in a place where you're not comfortable, but not so miserable that you end up stuck in a position where you effectively can't help yourself.
