I agree with you that politicians are the worst part of our military's capability and efficiency. However, you are sorely underestimating how violent and aggressive the American military is. You probably aren't and haven't been in the military, so that's normal. In the Marines, pretty much everyone that's BOG is looking for a chance to kill someone. The high testosterone diet, roids if you do them, and general macho environment help do that to you. Most people that encounter the American Marines think they are literally criminals and psychopaths that we send to other countries instead of letting them be in prison. The Marine's rules of engagement are very restrictive because of politics, but they still have the rule to advance towards the enemy if they are fired upon. Take the Vietnam war as an example. The South Vietnam army was, in fact, better than the North Vietnam army ( Vietcong included). But the North had the better cause to keep fighting.
When a North Vietnam soldier shot someone, he believed he was killing an invader or a traitor. But when a South Vietnam solder fought, he believed he was killing a friend,a relative, a compatriot .... hence throughout the war, the morale of the South was always low and in the North, it was always high. Thats the main reason why the North won the Vietnam war.

At the end of the day war is about having clear political outcomes, and using the power of force to achieve them.
The Vietnamese knew these goals -- get the yanks the fuck out of Vietnam and defend communism -- and subsequently won through superior tactics, the use of guerilla tactics, which was specifically devised to overpower and overcome well-equipped, superior military adversaries. To them, the war was nothing more than the survival of Vietnam. They had their morale boost right here.
The Americans, meanwhile, didn't know what the fuck was going on, didn't know what they wanted and had no idea how to use force to achieve even their short term goals. Back home the war was quickly losing public support as it dragged on and the US was desperate to make the most of what it could, which led to a drop in troop morale, many of whom didn't know what the fuck they were doing there to begin with.
It was a mess, and it repeated almost verbatim in Afghanistan.
Vietnam was a shame because so many young American men died fighting a war which wasn't theirs to fight to begin with.
