Lewiston has a big Somali population. The government settled them in Atlanta but one of them somehow found their way to Lewiston, discovered that dem programs handed out more than twice as much money as Georgia does, so they moved en mass there. From that point forward, it got around to Somalis that when you are resettled in the US, you head north to where the social programs are better. States like Maine and Minnesota that were mostly white had the best social safety nets because such programs work in monocultures. Outside of Lewiston, Maine is still mostly white.
