The U-3 unemployment rate is indeed 4.9% which is far from all-inclusive. The U-6 unemployment is currently 9.7% which is still not all-inclusive of course but much more so than the U-3. The U-6 rate is much better for evaluating the labor conditions as a whole but should be used in combination with other metrics.
