1st world countries have a lower birthrate because children are a liability instead of an asset.
Doesn't matter if women are in the work force or not. If it's expensive to raise children and you don't get much reward from it you're not gonna have many. If you outlaw women from working they'll stay home sure, but the'll still only have like 1-2 children.
You need to give more incentive for having children.
Africa has such a high birth rate even though it's a shit hole because the more children you have the more likely someone will care for you when you're old because social security is non existent. You also need people to help you on your farm or whatever.
You don't have that kind of incentive in developed countries.
Get rid of social security and allow children to work at younger ages and you'll see the birth rate increase. But that'll never happen so we'll have to import people from the third world.

In wealthy countries young adults want provide at least same standards of living to their kids as they had as kids. Generation Y in is first time in western countries where kids are poorer than their parents were at same age.
