Black urban areas were total shitholes in the 80s. The Clintons campaigned in these areas (Bill for president, Hillary for senator and then president.) and told the people they'd help them out. Bill even went on the Arsenio Hall show and played sax. They payed attention to blacks, and blacks loved them for it. Some even consider Bill to be the honorary first black president (far less since Obama got into office though).
And it payed off. Harlem for example is a hell of a lot nice now than it was 30 years ago. The Clintons even have an office there.
