No, these tours are different from the Rodman stuff. Dennis Rodman was explicitly invited, you can actual do tours through a tour agency.
It's generally harder for westerners, especially for US and Canadians to a lesser extent, but you pay a pretty penny and you literally go on a "tour" of the "country."
