The Tomahawk is the technological evolution of the V-1. The major difference I see is a much better guidance system. They are both flying bombs. Both have a reliable propulsion system and both have reliable explosives, so this just moved to conform to modern technology.
Removing the guidance system from the discussion yields that the Tomahawk is just a different looking flying bomb with a bit better explosives and a bit better engine because the missile is a few decades younger.

The naval code wasn't broken until 1943 since the Enigma machine Admiral Dönitz used had an additional 4th rotor and the only reason why it was so easy to break the naval code is because the Admiral required all submarines to report in every morning about the weather conditions giving the British an endless supply of transmissions to test their cracking methods on.
Also, Germans invested a lot more in high tech stuff than the Allies. While they didn't have many notable radar developments they did know how to successfully reduce radar cross section. Of note are the radar rangefinders the Bismarck was equipped with.
