I think the welfare state works well with a culturally homogenous population that has good upwards mobility. There's no reason to sit around on welfare when getting a job would be better. And not because we punish those on welfare, but because the jobs are legit good.
In its original inception, it was always intended as a stopgap measure for the inevitable unemployment which will exist in any state. If we have skilled workers, and we let them end up homeless and impoverished if they lose their jobs, we're ultimately shooting ourselves in the foot. The welfare office should aim itself at getting people into the best jobs they can possibly function in. Because that way they'll pay more taxes, while every individual in welfare costs the same. Win-win all around.

So, having said that, I propose a system of soft oppression. We start with true equality: All laws applied to the normal citizen are applied to immigrants. This will greatly stem the flow of immigration, because they come here for the easy ride. I suspect many will leave, because they are no longer in a position of power.
