The congress checks the president by approving his supreme court nominations or declining but can't put a name fourth itself.
Court justices serve for life. When one dies the president gets to pick who will serve.
THe court is extremely powerful as they get to decide what is legal and by definition their opinion on the law is supreme. AKA we now have gay marriage because the jews on the court decided on a whim it was a human right and by definition that is the supreme opinion and legal interpretation of an amendment that is anti-slavery.
