These existing populations exist not in the desert but in major cities, for instance in the western suburbs of Sydney. Some claim that the migrants who move into these enclaves do so to reunite with family and access welfare rather than being productive which I am not sure if I agree with. In any case it's largely a question of whether their human rights extend to a right to live in proximity to their existing family.
I for one think that if they are accessing public (welfare) housing then they should not have any say and should perhaps be sent to remote places to be used as labour.
This practice was used after the second world war with the influx of european/Mediterranean migrants with the creation of migrant 'hostels' in country NSW and elsewhere.
While some have a coloured view of this practice (See for instance, Peter Skyrznecki's poem 'MIgrant Hostel') it provided an economic benefit and many of these migrants ended up buying land in these then remote areas which have increased in value many times over the last several decades.

You can't get citizenship by just being here and happening to be a member of the commonwealth.
