You see how the national debt went up every single year? That means that expenses were higher than revenues. That means there was never an actual surplus, only a projected one.

Now, under Clinton the budget came as close to balanced as it had in decades. However, as someone who was of voting age during the clinton administration, that is because the republicans took congress during the Gingrich Revolution and held Clinton's feet to the fire regarding spending. If you were alive back then, you'd remember the democrats bitching up a storm about it, and how evil the conservatives were for cutting welfare and other benefit programs.

Clinton lucked out by being president during a great time. The economic drivers at the time (peace & prosperity, the internet boom, the end of the cold war and reduction in military spending) had little to do with clinton.

But he did set us up for future disaster ( Community Reinvestment Act lead to housing bubble, and not taking bin laden seriously enough despite the first attack on the WTC and USS Cole bombing).

To be fair, there are things Clinton does deserve credit for. His crime bill, despite having retarded gun control in it which cost him the house, did get tough on crime with his 'three strikes' policy.
