Yeah they were actually pretty racist in inner cities. They would stop and harass black people for fun (not all of them of course, but it was much more common than it is today). I'll put it this way - I consider today's "police brutality" discourse frivolous, but I give them credit for the 90s, it was really a tough time for them.
