When Trump entered the race, the candidates were competing between them on who can give more amnesty, who can increase immigration more or provide more H1B.
Cruz was handing out teddy-bears to illegals at the border:

Did you listen to the interview? Yes Cruz brings up ICE. and when asked how exactly they will apprehend the illegals he states that they will not seek them out and will only "catch" them when they are already caught by law enforcement for another crime.
