Prisons aren't much of a deterrent. You get a free room, a bed, some TV here and there, free food, books and magazines, outside time, sports, gym, socializing, unlimited gay sex, and you don't have to work. violent: rape, murder, assault, ie things that involve someone else getting fucked up physically and traumatized, victims have violence committed against them
non-violent: drug dealing (though harder drugs violence goes hand in hand), drug using, shoplifting, ie a crime has been committed but no one is really being harmed except society as a whole, "victimless" crime as such that either the person committing the crime is also the victim
it doesn't make sense to throw non-violent offenders in with rapists and murderers, it stands to reason that they aren't a danger to society, they just need to be pointed in the proper direction
Norway of course takes this to the extreme and treats everyone like this, Breivik murdered a bunch of children and is now complaining because his Playstation is boring or something, he just has no fucking clue what sort of tortures would await him across the pond
