There are two things that make it possible for Scandinavian social democracy able to work.
Trust and the will to compromise.
In Scandinavian countries people tend to trust both your neighbor and government. People trust each other to uphold bargains, not bribe each other and not take personal gain for anything. It's a very pragmatic approach. People typically see eye to eye on most things and only disagree on minor things, also historically speaking the region has been quite out of the world's eye, being in a corner of Europe.
The second, the will to compromise can be show in the negotiations between the labor unions, the businesses and the state. It's a three party discussion where the representatives of the employer and employed negotiate how much pay the laborers get, what rights they have and so on. Typically these negotiations happen every second year and both sides pretty much understand they need each other. They see it far more preferable that both party get a deal they can somewhat be happy with, then one side fucking over the other.
The state also takes part in these discussions and can put pressure on both or one party in case things go in a landstill. Also the labor unions arn't allowed to strike except during these negotiations, which means that our buisness life is SO much more predictable than for example France's, where going to a strike is like a national hobby.
I doubt you could implement Scandinavian style of government everywhere, but some of the things are worth emulating.
The average income in those countries is lower than the average income in the US before taxes.

That's a ridiculous generalization. With some exceptions, peoples of those countries haven't unified on a national level as much as Europe has. That's true. However, the process of independent nation building is fairly new to those areas, especially to Africa. They're going through formative stages just like much of Europe did a few centuries ago. Most African countries have been independent for less than 70 years. What's more, anyone who's been to certain areas of those countries will tell you that trust and compromise are integral parts of community and village life. It's been like that for thousands of years and it's visible in small communities worldwide.
