I've looked at the docs (which are surprisingly good considering this is MS), and am currently installing dependencies to build CNTK. Hope it works (at least as proof of concept) without a decent GPU tho, I don't have one. So where are the devs at?

Guess as soon as there is a place where the real dev work can go on. The heroku one seems to be fail, i'll check that later again. I didn't know about CNTK an hour ago so I'm new to the party, but from the looks of it this is doable. Real interesting project, I just hope we get a few anons really committed and not just interested for a day. Which I fear in this case as there's not so much excitement as I expected.

Also general ML skills won't be everything since we need to use the given toolkit CNTK. Which runs on Linux, so some Linux skills are essential to at least test & develop stuff. Then people would actually need to work together, with (git) version control and everything. On top of that we'll need some parsers to feed it, test data, stable Linux environment to host it, some people experienced in image recognition with OpenCV (can be done later tho) and so much more.
Oh boy, this will be fun. Exciting project which should get nerds all wet. Surprised there don't seem many nerds here tho, I really don't get that. At all.

The thing is, with all the toolkits available, there is virtually no programming involved (as opposed to "configuration") UNLESS you're a researcher and interested in implemented custom operations, which of course isn't possible without a researcher, which is the correct position to ask for. Making your own framework would require expert GPU programmers, not AI programmers. I do stress the expert part.
Eitherway, the most pressing matter is securing compute resources at this point.
CNTK is also a very bad choice. Better than actually rolling your own, but even tensorflow is more reasonable, and torch, theano, or caffe are by far the best current options.
A very important part of getting a model running is actually being able to backprop, which requires having the multidimensional gradient vector over each matrix parameter;
torch has a manual approach to it (if you want to make a custom layer, you need to explicitly expose the diff wrt the previous diff and the output (it's reverse-mode differentiation)), but all diffs are already provided for existing layers. This method is very fast to start with.
Theano does symbolic computation and differentiation, thus no need to ever provide any diffs. This is best for beginners in ML and people without a good enough math foundation (+ having pondered how reverse-diff works, it can be quite tricky in some areas), but the computation graph must be compiled, and this will take easily an hour or so for huge networks like LSTMs (which you'll invariably use).
Caffe as far as I'm aware is fully manual. I wouldn't recommend it without someone who has a lot of experience doing manual ML.
TF basically does like theano, but it's significantly slower at execution time (but compile time is much shorter). Since the model will be big, computation time will be very important.

Hmm so they didn't actually publish their configs for Tay, just the raw Toolkit? I'm not at that point yet, very far from it, but without them this whole project doesn't make any sense.

Also yeah, the compute resource requirements will be astonishing. For the data: you need tweet conversations. There are public databases for this which you can use as seed data, and you can use the twitter API to scrape more data (at this point, you can carefully select hashtags and users to scrape data from, this will teach the "redpill" part to the bot).
You need to process the data to keep as much relevant information as possible. For example, which avatar someone is using, how many tweets, followers and followed someone referred to in a tweet has, etc. along with the actual tweet content. Timestamps are also useful.

The "config" is sometimes released, especially in academia. Neither tay's or e.g. alphago's have been, and they probably never will be. In most cases (such as these), you have to read and understand the relevant papers, hope that there's enough information to at least reproduce the architecture properly, and then use techniques like grid search on gpu clusters to find which set of hyperparameters you need to get good performacne.

The bot will start talking in niggerspeak only if the majority of data is niggerspeak; and there are ways to fix that such as adding a learning penalty based on vernacular distance (you can seed vernacular sets by carefully choosing niggerspeakers and gathering what they have posted - designing the distance metric can be an interesting, albeit simple if you care about A metric instead of A GOOD metric, research question).

Argh. Because they released CNTK two months ago and have recent commits and all I thought that they'd release their models and everything with it. Guess I was wrong, didn't do my research, and without Tays charme this would be so much work in vein, in the end nobody would use it since it's just not the same. We could do something, but not Tay. There are services which over compute instances with GPUs. You might also be able to entice a few /v/ or /g/fags who have good GPUs (but note that ML toolkits work very poorly, if at all, with opencl, so you really need nvidia hardware). I think amazon has compute instances (and they're super expensive - it's a pay-by-worktime system and you need a very very long worktime for ML). Otherwise, you have to buy your own.
Tay's captioned images - tweet assembly alone is very complicated to get right. The surprising thing with tay is how coherent the (admittedly short-term) followups, both tweets and tweet-images, were. Not so much the syntax structure.

I come from a programming background but I have no experience in machine learning, but I'm more than willing to learn.
The only missing piece to know before creating this new "AI" is what kind of ressources are needed to train the model ?

According to microsoft benchmarks, they've tested their toolkit on a 2-machines/8-GPU setup, so I think it's safe to assume Tay ran on a similar setup, but then no one here actually has or wants to invest in this kind of setup ($300 * 8 + 200 Mobo for a meme machine). Another possibility would be a fold@home-like setup where the processing power is shared between many computers thro the internet, so a few hundred anon with a single GPU would be able to train the model, it would probably blow Tay out of the water, but it requires some serious researchs as I think no known training algorithms is able to be scaled that way.

By the way I've amassed close to a MEGABYTE of 4chan data. Once I get it to 10 megabytes(for those of you unfamiliar with computing, it is a VERY large amount of text.[One character is a byte]), I figure I'll have an accurate enough representation of the language of 4chan.
