Calling for stricter vetting standards, or limiting refugees to a fixed number of available spaces, taking direct political action, or taking economic action in the form of a boycott. Building a temporary refugee camp outside the country's borders.
Hell, limiting the number of refugees to people in country willing to house them themselves would be a good limit. Make the people who want to be generous put their own shit on the line.
